The global market for operations support systems (OSS)—the computing and software IT infrastructure that performs engineering, provisioning, and management functions in telecommunications networks—will exceed $30 billion this year, claims a new report by Insight Research. However, capital spending on new systems will grow at a slower rate than IT investment in the general economy. The market research study concludes that this year European cable TV operators, wireless providers and telephone companies will spend more than their North American counterparts on the new computing systems needed to supply telecommunications services, and that by 2010 OSS investment in both Europe and Asia will exceed North American spending. As TV execs are slowly starting to realize that the traditi onal 30-second-commercial-broadcast-to-millions-of-homes model of advertising is dying, advertising execs are trying to help move them along by finally agreeing to a standardized tagging system so that all advertisers can uniquely identify advertisements. Initially, this should make it easier to make sure the right commercials show at the right time, but it also opens up plenty of other possibilities -- some good, some bad. For example, it could make it easier to better customize advertising. An advertiser could easily designate multiple versions of an advertisement for different audiences, and the ID system could easily drop the proper ad into place for the proper audience. Another good idea (though, not suggested in the article, and unlikely to be implemented) would be to build up a big database of publicly available commercials. The amount of traffic a site like AdCritic used to get should show that, even if people are skipping TV ads on their TiVo, they still want to seek out and find the good TV commercials. This system would create a perfect way to classify the ads so they could be in one big central database, allowing more people to view the good ones. Of course, instead of that, it appears the advertisers are drooling about the possibility of tying this AD-ID to RFID so they can somehow tell that you bought product X after watching commercial Y. The article talks openly about how exciting an opportunity this is for advertisers, which shows just how backwards their thinking is. If they want to use these new technologies, instead of telling us how they're going to use them to spy on us, tell us how they'll make our lives better.

Last week, we noted some of the probl ems the Federal Technology Service was having getting their very expensive computer system to actually work (it had something to do with not actually training people to use it) that was causing all sorts of delays and problems (including crying employees). Not surprisingly, this isn't the only example of completely wasteful spending on large computing systems from government agencies. The Department of Veterans Affairs has now announced plans to ditch their $472 million computer system that was designed to be used in VA hospitals across the country. Luckily, it appears that they have not yet spent all of that money, as this particular installment was just a test at one location in Florida. Now, however, the hospital is switching back to their old computer system. Problems with the system meant a shortage of surgical supplies and delayed operations (ouch). Once again, a lack of real training seems to be part of the problem. Even worse, there are reports that BearingPoint, who build the system received an extra $200,000 for finishing the project "on time." Of course, in order to finish it on time, they skipped that whole pesky training part. Just one example of poorly designed "incentives" for projects.
