  • Chicago Tribune: Cust omers rebelling against plan for cell-phone directory. The proposal for a wireless number directory surfaced in May from the Cellular Telecommunications & Internet Association. Shortly after, legislation was introduced in Congress and some states that were seeking to regulate the directory. For one thing, lawmakers wanted to assure that no number would be listed without permission and that carriers could not charge for unlisting a number, as wired phone companies do.
  • I just notified my mobile carrier, T-Mobile, that if it participated in this directory, forcing me to opt out at some later date, I would give serious thought to moving my service to another carrier. This should be opt in, period. I'm paying when people call me. For that reason alone I don't want to have my number widely distributed. The people who need to have it, do have it. Why is this so difficult for the carriers to understand, anyway?

    Apparently some of the biggest names in the cell business want to publish your cell phone number in a national directory. I am not so sure that I want everyone in the country to have access to my cell phone number. I am sure that this is going to get squashed before it see's the light of day but who knows.     There's been a lot of talk over the last few months about the potential for a mobile phone directory. Many in the industry have been pushing for it, though, consumers fear for their privacy. Already sick of telemarketers on their landlines, they don't want to start receiving such calls on their mobile phones as well. Those supporting the directory want to set it up so that you can only request the number based on a name, rather than get your hands on the entire directory -- which, in theory, should eliminate the type of phonebook dialing that many telemarketers engage in. Of course, it just takes one screwup allowing the directory to get out there, and it won't matter any more. The other part of the debate has been over whether such a directory should be opt-in or opt-out. The folks behind it have done a very odd sort of agreement on this, suggesting they could make it "opt-in," but that you will have to pay if you don't want to be included. In other words, a new fee could simply start showing up on your bill, and the way to get rid of it, would be to give out your mobile phone number. The latest in this ongoing debate is a new study suggesting that 52% of users would opt-in to such a directory if it had some privacy protection (just what kind of protection is not described and could make a huge difference). 11% would opt-in even without privacy protection. Of course, the study was done by a company who provides consulting services for the directory assistance industry -- so you have to imagine they have some bias. A big new directory makes it more likely someone will hire them.

    Congress shouldn't allow the carriers to proceed with this directory on anything but an opt-in basis: Require that customers affirmatively tell the mobile companies they want to be listed. Then again, Congress has repeatedly shown its willingness to do what industry tells it to do, without our consent.

    Directory assistance services are pretty straightforward. Someone asks for the phone number of a person or business they're trying to reach, and the service gives them the phone number. There certainly is a lot of data to manage, and working through similar names is definitely an issue - but you'd still think, on the whole, that if you call a directory service system you're more likely than not to get the right number. It turns out in the UK, where they've just deregulated their directory service system it's true that you'll get the right number more often than not - but just barely. In a large test of the various directory services providers, 38% of callers were not given the right number. Ouch. And 20% of those not served properly couldn't get a refund. Of course, in a competitive situation, you would think that the services that can't get the job done would get weeded out pretty quickly by word of mouth.

    You may recall last year when a Chinese airline bought the phone number 8888 8888 for $280,000. The number 8 is often considered lucky in Chinese culture. At the time, we compared it to the excesses of domain name speculation though, in their defense, the airline says they bought the phone number because it was easy to remember and not because of any superstitious beliefs. However, it appears that things were just starting to ramp up. The latest news is that the phone number 135 8585 8585 has been sold for $1.1 million. According to the article, the pronunciation of the phone number could be loosely translated into "let me be rich be rich be rich be rich." Of course, one would have to be rich to spend $1.1 million on a phone number - and you have to wonder how much longer someone who throws money away like that will remain wealthy.

    Cell phone directory gets hoots, hollers: This seems like a no-brainer to me.

    The days of searching in vain for someone's cell phone number are almost over. Starting early next year, you'll be able to call directory assistance to get a mobile number.

    However, some people object:

    "These devices are considered much more personal than landline (phones)," says Chris Hoofnagle of the Electronic Privacy Information Center. "People tend to carry them everywhere and answer them when they ring."

    What's more, cell phone subscribers pay for incoming calls, even unwanted ones.

    Such concerns prompted Verizon Wireless, the No. 1 wireless company, to keep its 40 million subscribers out of the directory.

    Isn't it interesting how cell phones have made phone numbers personal? A phone number used to be associated with a family ot a business — a group of people. But now, everyone in my family can have a cell phone, and therefore a phone number associated with them personally.
