Steven Burrill predicts that 2004 will rank among the biggest ever for biotech IPOs, and that drug development partnerships between small biotechs and established drug firms will be a key source of financing (thereby allowing big drug companies to stock their product development pipelines more cheaply and efficiently than by company acquisitions).
