Why is it that governments have so much trouble admitting that they've made mistakes?  Let's take the U.S. government, for example.  Right now we have troops deployed in Afghanistan and Iraq.  We don't seem to be achieving our goals or be welcome in either place.  Why can't we apologize sincerely and go home?

In Afghanistan the U.S. spent a huge amount of effort trying to thwart Soviet control in the late 1970s.  Jimmy Carter sent all kinds of money and weapons to the Islamic rebels so that they could kill Russian kids in uniform.  In retrospect this seems like a bad mistake.  If the Afghanistan had been a Russian possession there would never have been a Taliban and perhaps never an Osama bin-Laden or September 11th.  Could we offer a sincere apology today to the Russians and offer Afghanistan back to them?

Saddam Hussein seems to be alive and well.  The Iraqi people don't like us, if newspaper articles and armed resistance are to be believed.  Why not say to Saddam "We were wrong about your weapons programs and we're sorry for invading and here's your country back?"  Our troops could get on planes in Baghdad and wave goodbye to a restored Saddam.  (We might want to split off an area in the north and give it to the Kurds since we made them some promises back in the early 1990s and it would be good to keep them.)

Governments do this with wrongly convicted criminals.  We say "Sorry for your 15 years in jail.  We didn't have DNA testing back then.  Enjoy the rest of your life."  Why not do this in foreign policy instead of trying to come up with contorted ex-post-facto justifications?

This LiveJournal post explaining how to apologize is a fine read, and particularily nice to start the year with. I did my share of apology-worth things in 2003, and I expect there will be any number deeds in 2004: if I can hew to these guidelines when saying sorry, I'll be a better person for it.
Be Specific and Don't Exaggerate: Avoid hyperbole, exaggeration, self-pity, and vagueness. Instead, try to focus on a realistic and specific approximation of what you actually did wrong. Exaggerations and vague generalizations put the other person in the position of defending you instead of accepting an apology, which isn't fair to them. It's a way of (consciously or unconsciously) weaseling out of actually taking responsibility for your actions. For example:

* I'm sorry I was such a pain in the ass. (self-pitying exaggeration)
* I'm sorry I yelled at you. (better)

* I'm sorry I ruined our whole day. (vague exaggeration)
* I'm sorry I lost my temper in front of your friends. (better)

* I'm sorry. I just suck at this stuff. (vague self-pity)
* I'm sorry I wasn't communicating with you very well about how I was feeling. (better)

* I'm sorry I can't do anything right. (self-pitying, vague exaggeration)
* I'm sorry I ruined your shirt by drying it on "Hot". (better)

These kinds of pseudo-apologies often work to inspire in a caring person the desire to comfort you, to say that it's really not all that bad, etc. Miraculously, you are relieved from actually have to talk about what you did do, because you've redirected the conversation toward things you didn't do. Sneaky. Manipulative.

Brin was no expert on international diplomacy. So he ordered a half-dozen books about Chinese history, business, and politics on Amazon.com and splurged on overnight shipping. He consulted with Schmidt, Page, and David Drummond, Google's general counsel and head of business development, then put in a call to tech industry doyenne Esther Dyson for advice and contacts. Google has no offices in China, so Brin enlisted go-betweens to get the message to Chinese authorities that Google would be very interested in working out a compromise to restore access. "We didn't want to do anything rash," Brin says. "The situation over there is more complex than I had imagined."

Four days later, Chinese authorities restored access to the site. How did that happen? For starters, the Chinese government was deluged with outcries from the nation's 46 million Internet users when access to Google was cut off. "Internet users in China are an apolitical crowd," says Xiao Qiang, executive director of New York-based Human Rights In China. "They tend to be people who are doing well, and they don't usually voice strong views. But this stepped into their digital freedom."

The quick workaround: Chinese authorities tweaked the national firewall, making the new Google China different from the site that was turned off. Today, Chinese who use Google to search on terms like "falun gong" or "human rights in china" receive a standard-looking results page. But when they click on any of the results, either their browsers are redirected to a blank or government-approved page, or their computers are blocked from accessing Google for an hour or two. "They have a new mechanism that can block the results of certain searches," Brin says. Did Google help China find or obtain the filtering technology? "We didn't make changes to our servers" is all he'll say.

S eth Finkelstein describes how Google self-censorship works. Also, Jonathan Zittrain and Benjamin Edelman of the Berkman Center for Internet & Society, Harvard Law School have a paper on Localized Google search result exclusions which is quite interesting.

I can understand from a business perspective why Google would do this, but whenever I bring this up with people they deny it or can't believe it.

Does anyone else have any more information on this?

PS This has nothing to do with trying to hurt Google or their IPO. I've been trying to figure this out for the last few weeks and have reached a dead end in my research so I'm trying to understand more. How companies like this work with governments and how this information is then disclosed is very important.

Yesterday, we noted that the Dutch Parliament had told their representative in the European Council to change his vote on the topic of softwar e patents, after they realized what was really voted for, and how that minister gave them incorrect information (which he somehow blamed on a "word processing error"). Now, it appears that the governments of other EU nations are similarly troubled by the supposed votes from their ministers. Germany claims their minister voted against their wishes, while Poland claims their minister was never actually asked to vote on the final version of the offering. Some are now hoping that these questions will at least force the Council to reconsider the issue, which, on the whole would be a good thing.

Polar bears of Churchill, Manitoba. Wildlife photographer Ken Bereskin has a nice collection of polar bears frolicking in the snow. Wired editor Chris Anderson has started a good blog to follow up on his Long Tail essay and seed the ground for a book on the subject. Cory Doctorow takes Anderson to task for his "middle-of-the-road" stance on efforts to lock down intellectual property via increasingly desperate and continuingly futile technical schemes for digital rights management (DRM) -- schemes that tip the balance between propertyholders and the public way too far.

Anderson is dead right in elucidating the way the Net economy restores market value to works that are not big hits. The story of the next few years will be one about whether that market in "long tail" intellectual goods (I wrote about its promise in October) thrives in the same open environment that allowed the Net itself to evolve and prosper -- or shrivels under the furious weight of technical and legal efforts to squeeze every last dollar from every last little hair on the long tail. My money is on the former, happier outcome. But it won't turn out that way without persistent and stubborn resistance -- which we can thank Doctorow and the EFF for ringleading -- to the "we control the horizontal, we control the vertical" paternalism and anti-consumerism of the DRM mafia.

(For a little example of what happens when rights holders hold too many cards, check out the sad saga of "Eyes on the Prize," the documentary that is the "principal film account of the most important American social justice movement of the 20th century," in a Stanford professor's words from Wired News' account. "Eyes on the Prize" can't be publicly shown or distributed because "the filmmakers no longer have clearance rights to much of the archival footage used in the documentary." You want your audiovisual history? Pay up first!)

Assuming the Long Tail isn't clipped by DRMania, we face an ever-expanding banquet of media goods. The BBC sounds an alarm. We are coming face to face with the scourge of "digital obesity":

  Gadget lovers are so hungry for digital data many are carrying the equivalent of 10 trucks full of paper in "weight". Music, images, e-mails, and texts are being hoarded on mobiles, cameras laptops and PDAs (Personal Digital Assistants), a Toshiba study found. It found that more than 60% kept 1,000 to 2,000 music files on their devices, making the UK "digitally fat".

Or maybe not. The term is a ludicrous oversimplification and distortion; we keep all this stuff around precisely because we can now -- because it doesn't fill trucks, it fills infinitesimal chips and drives, and it's easier to keep everything around than to worry about cleaning house. Carrying the stuff around? No problem. Finding it? Harder. Finding time to absorb it all? There's our rub.

I'm finding that the "digital photo effect" is starting to make its way into my music and video experiences as well. What's the DPE? My ability to produce and acquire has far outstripped my ability to consume. Produce from my own digital camera. Acquire from friends, family, Flickr, etc. This has a couple of ramifications:

1. I feel behind all the time.
2. Because there is so much to consume, I don't enjoy each individual photo as much as I did when they were physical prints. I click through fast.
3. Because of 1 and 2, sometimes I don't even bother.

I first noticed this phenomenon back in the late '80s, when I switched from buying music on vinyl to CDs, and noticed how quickly I stopped listening to an entire 50-60 minute CD if the first track or two didn't grab me. Of course, this kind of impatience coincided with the speeding up of my professional life and my crossing the threshold into my 30s. Something tells me that the problems Paharia and I and perhaps you are facing in this realm of overload may not feel so dire to today's teenagers and twenty-somethings, for whom this thick soup is a native muck.

Still, the "I feel behind all the time" phenomenon is real enough, as today's RSS addicts know -- and as indicated by the rising popularity among the geeknoscenti of David Allen's "Getting Things Done" methodology, with its promise of liberation from uncomfortable behind feelings.

I'm not liberated yet. Behindness surrounds me on all sides. But finding stuff is getting easier. I'm slowly trying to teach myself the methodology that Doctorow has modeled for several years now: If you want to be able to find something in the future, don't bury it in your files -- blog about it, put it out on the Net, where Google will never lose it, and if for some reason you can't find it, someone else will probably have picked it up and saved it for you.

The NY Times Magazine article on blogs makes the same old error. Viewing blogs through the media lens, only the left-hand of the side of the power curve is visible.
