The NYT is reporting that AOL is providing software to customers to block pop-ups. The sheer number of ironies in this article is simply delicious, and renders further comment unnecessary: 1) "AOL pioneered the often annoying but effective pop-up format" 2) "10 percent of its users had chosen not to receive pop-ups from AOL's own service, an option that has been harder to find than the new blocking software." The national attention on assessment in education is here to stay. Teaching librarians are focusing on assessing student learning both to justify library instruction to stakeholders and to improve student learning by working toward graduating entire classes of information literate students from colleges and universities. Librarians have become increasingly involved in assessment culture while searching for methods to assess information literacy. This column of Internet resources on student learning assessment differs from a list of information literacy assessment Web sites by embracing the paradigm shift away from evaluation and moving toward the assessment of student learning. Librarians are transitioning from skill-based measurements of evaluations to outcomes-based assessment. By reviewing the resources below librarians also open themselves up to research outside of librarianship, cognizant that other disciplines have expertise with measurement and instruments from which we can borrow. This will be added to Education and Distance Learning Resources 2004 Internet MiniGuide.

This study evaluates the current accessibility of U.S. Government Web pages for people with disabilities. Several Federal laws, and specifically Section 508 of the U.S. Rehabilitation Act, require Web pages of government agencies to be accessible to people with disabilities. This investigation built on past studies that used the Web accessibility evaluation tool Bobby to assess various types of Web sites. The home pages of fifty U.S. government agencies were reviewed for accessibility based on Section 508 guidelines. This study establishes that the U.S. government has not met its accessibility goals.

Most employees anticipate the annual 'performance review' with dread. The fact that this is a 'fear of the unknown' dread says a great deal about how poorly most managers communicate job performance to their staff. John Lees, an HR professional in England, suggests ways you can use to assess your own job performance, so that you're better prepared, and possibly less likely to be surprised, when that time comes around again. More importantly, John suggests ways you can improve your personal job performance. Here is a summary, with my own elaborations and additional ideas thrown in for good measure: Assess congruence between what you do best and what your employer needs most. Understand the drivers, needs, and priorities of your employer, and assess where your personal strengths, skills and current activities contribute to them. Learn as much as possible about what your employer does, well beyond your own area of responsibility and department. How could you change or expand your work activities, emphasis, visibility and role to increase this congruence, and how it is perceived by your employer? Assess your relationship with your employer as if you were a supplier, not an employee. What do you have to sell, and how could you improve your 'product' to better meet your employer's needs? Are you taking for granted that your employer values and cares about your 'offering', or do you need to remarket yourself, both to your immediate 'buyer' (your direct report) and to others in the company? Is your 'offering' over- or under-priced? Is the department you work in, and the company you work for, the best 'customer' for your most valuable 'products'? Assess what motivates you. Talk to people (inside and outside the company) about what you think, and what they think, are your strengths and weaknesses, and what you like to do and hate doing. What can you change, in your existing relationship with your employer, that would improve your motivation, lessen the aggravations and the impediments to performance, and exercise and emphasize your strengths better? Assess how you're doing the little things that count. Are you spending enough time with your networks, helping subordinates, explaining things and bringing creative ideas and solutions to more senior people? Is your written communication clear, concise, professional and relevant? In one-on-one meetings, group meetings, and formal presentations, do you make a good impression? Are you a good listener, a good explainer, a good persuader? Do you have the qualities that those in your networks appreciate and value: patience, aggressiveness, energy, enthusiasm, creativity, attention to detail, articulateness, fairness, teamwork, orderliness, promptness, problem-solving acumen, presence? Assess what you've done that is memorable. Most people have short memories and their impressions of people are often (and unfairly) based on one or two especially memorable events. That's what makes career-limiting moves so disastrous, and unexpected, positive events where you shine, so powerful. Focus maximum effort and attention into creating two or three especially memorable activities each year. Be imaginative in doing this -- they may not be events on your regular agenda, but volunteer or even extra-curricular activities. Assess your image. Pick three adjectives that you think co-workers would use to describe you to someone you hadn't met. Are they positive or negative, assets or liabilities in the organization you work for? If someone used those three adjectives to describe someone you had never met, would you be inclined to want to work with that person, or interview them for a job working for you? Dress a little above your level in the organization, but not too conspicuously. Assess your employer by what they do, not by what they say. The company Strategic Plan may be interesting, but its behaviour is much more important. Who is getting hired, promoted, fired, and what does that tell you about their values? How much do you 'resemble' the people who are getting ahead fastest? Assess the strength of your network. Who you know, both inside and outside the organization, is far more important than what you know. Are you 'working' your network, investing time and energy in giving and getting useful value from members, building strong relationships? Are the right people in your networks to be valuable to you, or are they clogged with complainers, hangers-on, and the disenfranchised? Do you have the right mix of people inside and outside the company in your networks? Assess your long-range career plan. Don't expect to get ahead just by doing what you're told competently. Seize control of your own career path and plan it, flexibly, as far ahead as you can imagine. Don't get discouraged by setbacks -- learn from them and persevere. What do you need to learn, who do you need to get to know, to get to the next step, and the step after that? Start working on acquiring that knowledge and those contacts now. Working in a medium or large organization isn't for everyone. But if you're there, and expect to stay in that environment, these self-assessment steps should help you be happier and more successful. And if you decide to (or already do) run your own business, you can use these same nine assessment criteria to evaluate and improve your relationships with your customers. Creative, cheap, participatory, the most innovative city in the world......Curitiba !! There may be no single, organic and living font of solutions to many of the world's most pressing problems than Curitiba (previous link from Wikipedia, and a bit more of a wonkish summary he re), a Brazilian city of 1.5 million that urban planners from around the globe make pilgrimages to, to learn.

On a budget a tiny fraction of those which American cities have at their disposal, how did Curitiba become the world's leading model for urban sustainability and quality of life ? - with possibly the world's most efficient and effective public transit system, a network of parks and greenery far beyond Olmsted's visionary parks, 70% trash recycling, innovative social welfare systems, trees everywhere, and "Lighthouses of Knowledge" with small libraries and free internet access as well, a low cost open university system.....and flowers! Curitiba's pedestrian-only (no cars) city center is filled with gardens.

When I was a bartender, I learned to believe in the power of the full moon. I never bought into the whole idea of celestial bodies determining behaviour such as horoscopes, but I overcame my scepticism after too many nights of full moon freaks. It isn't a full moon and I don't know if there is a celestial convergence, but there are an awful lot of people lately who either need a good trepanning by a qualified mental dentist in possession of a good quality Dremel or a fleet enema.

Jarkko was on holiday last week and we did a few fun things that I have been scanning the photos from over the last day or three. So, there are a number of photos coming up soon. Tomorrow, we go shopping for a decent photo scanner since negative/photo scanners are a lot cheaper than the last time I looked five years ago.

And, if you live in Finland and understand English, Meng Weng Wong was nice enough to set me up with a mailing list since I have near epileptic fits over excessive use of animated smileys on the wailing wall and mailing lists are a lot easier to manage, thread and organize than a flat web page. It's unmoderated and should be a fun list for the local expats to share news articles, URLs, local events and the usual mailing list kind of stuff. Meng is the guy behind SPF so spam shouldn't be a problem, either. If interested, the subscription page and the subscription address, subscribe-iesaf@v2.listbox.com, should be self-explanatory.

“ASSUME nothing” is a good motto in science. Even the humble pendulum may spring a surprise on you. In 1954 Maurice Allais, a French economist who would go on to win, in 1988, the Nobel prize in his subject, decided to observe and record the movements of a pendulum over a period of 30 days. Coincidentally, one of his observations took place during a solar eclipse. When the moon passed in front of the sun, the pendulum unexpectedly started moving a bit faster than it should have done. Since that first observation, the “Allais effect”, as it is now called, has confounded physicists. If the effect is real, it could indicate a hitherto unperceived flaw in General Relativity—the current explanation of how gravity works. That would be a bombshell—and an ironic one, since it was observations taken during a solar eclipse (of the way that light is bent when it passes close to the sun) which established General Relativity in the first place. So attempts to duplicate Dr Allais's observation are important. However, they have had mixed success, leading sceptics to question whether there was anything to be explained. Now Chris Duif, a researcher at the Delft University of Technology, in the Netherlands, has reviewed the evidence. According to a paper he has just posted on arXiv.org, an online publication archive, the effect is real, unexplained, and could be linked to another anomaly involving a pair of American spacecraft.
