RealNetworks and Starz Encore Group have dusted off a 2002 agreement to serve movies over the Internet using RealVideo 10. The new service, dubbed Starz! Ticket on Real Movies, is subscription based with no restriction placed on the number of flicks that consumers can watch for the flat monthly fee of $12.95 USD.

Microsoft on Wednesday launched its video download service for handheld devices that use Windows Mobile.

Owners of Portable Media Centers, smart phones and pocket computers will be able to download daily programs and other video content from MSNBC.com, Food Network, Fox Sports, IFilm and other content providers, Microsoft said. The company had announced plans for the MSN Video Downloads service at the Consumer Electronics Show in January. Microsoft said about 20 content partners, including CinemaNow, MTV, Napster and TiVo, have agreed to make video formatted for devices using Windows Mobile since the launch of Portable Media Center last year.

Sony launched a noninfringing music downloading service, entering a growing market still dominated by Apple's iTunes and including a revised Napster .

Connect is based on a downloadable client , offers more than five hundred thousand songs, and offers now-traditional pricing: ninety-nine cents per song, with a subscription option. Additionally, Connect is appealing to indepedent labels for more content. As with iTunes, a digital rights management ( DRM ) application, MagicGate DRM , restricts sharing of downloaded music files. Connect's file format, ATRAC 3 , is not compatible with the popular iPod portable music player. The desktop client is available for Windows machines only.

Microsoft on Wednesday unveiled details of a new service for downloading digital music, placing it squarely in competition with Apple's rival iTunes music service. Redmond, Wash.-based Microsoft will launch a preview version of its new MSN Music service tomorrow that will allow users to legally download songs mostly for 99 cents each. The service will also make entire albums available, the majority of which will cost $9.99, the company said. Microsoft's push into the arena for downloadable music trails Apple's hugely successful iPod digital music player and its own iTunes music service. Apple also charges 99 cents for each song downloaded through iTunes.

dfasfasfp.jpgOne of my biggest criticisms of Microsoft's Portable Media Center platform has been that there's really nothing to watch. You could download a few B-list movies from CinemaNow and Major League Baseball games or copy stuff from your Windows Media Center PC, but if you wanted to put anything else on the device, you had to transcode your video to Windows Media Video format (a hassle I will, perhaps unfairly, put up with in the PSP, but not in a device with the primary purpose of playing back video).

Thankfully, Microsoft has finally launched MSN Video Downloads, the long-promised service to provide daily-updated content for easy download and syncing to your Portable Media Center. I haven't used it, but glancing over the content list looks somewhat promising—enough so that the $20-a-year subscription fee is probably worth it, if you've already dropped $400 on a PMC (and the content works on Pocket PCs, as well).

The Tennessee Board of Regents , representing forty-five campuses, rejected a plan to launch a noninfringing music downloading service. Roxio , who owns Napster 2.0 , made the offer, which includes a monthly fee paid by students, and the rights to streaming content.

However ,

...the mandatory fee that was part of the Tennessee plan, coupled with the perception that illegal downloading doesn't pose a specific problem for the schools, prompted system officials to table the idea, said Bob Adams, the Regents' vice chancellor for business and finance.

Several colleges and universities are already piloting such a service, such as Penn State .
