A few weeks back, we unveiled a new list for discussing the
intersection of Creative Commons licenses and business, dubbed Commonwealth. It's headed by Marshall Van Alstyne, an Associate Professor of
Information Economics at Boston University. The welcome message to the list details the goals for the list
and plans for exploring hybrid licensing systems. If you'd like to

"Commonwealth" list
08/19/2004 03:21 PMA few of you have expressed
concern about a discussion list we announced recently. These are
all good points and I feel I should make a couple of things clear:
(1) It is never a foregone conclusion that a project in discussion
will be adopted by Creative Commons. Check out the image on
our discuss page, laying out the model. Projects live or die on
the merits, and your take on the merits matters. So if you find the
project description murky
or if you think the project is completely barking up the wrong tree,
please say so on the list. I
will probably link to the comments on our initial blog
entry and post them to the list myself. Anyway, the point is: the
discussion lists should be considered laboratories, or seminars --
places to talk about and bang-up innovative licensing ideas, even ones
a little outside the norm, and see if they hold up. Already your
comments have been valuable in this way, and made a few on the staff
here think more carefully about what this list is supposed to be
about.
(2) If Creative Commons ever gets into what is vaguely being
referred to as "commercialization" of content, it will never extend
beyond facilitating what, say, the folks at Magnatune are doing: helping authors
declare "some rights reserved," then to charge, if they want to, for
uses of those reserved rights. For example: Joe picks a Creative
Commons no-derivatives license, but then a movie studio comes along
and wants to include it in a film -- what tools might CC consider
including along with our licenses that will help Joe exercise the best
of both worlds? That's the question I'm interested in, and if the
discussion list in question is ranging afield from this basic
principle, then I'll be commenting on it, too.
We certainly won't, as one comment imagines, turn commercial
ourselves: the IRS would have a thing or two to say about that, our
board would have probably my head well before that happened, and as a
matter of conscience I'd be long gone well before even that.

in Portsmouth the formation of a relationship to support and expand
the Virginia School Turnaround Specialist Program (VSTSP) for
principals. As part of the Governor's Education for a Lifetime
initiative, the program teaches school administrators proven business
management skills, places them in charge of persistently
low-performing schools, and works with local divisions to give these
new principals expanded power to help turn their school around. Last
spring Warner awarded a $1.4 million contract to the University of
Virginia's Darden/Curry Partnership for Leaders in Education to
implement VSTSP. Today Microsoft announced it will invest up to $3
million in the VSTSP over the next five years, through its Partners in
Learning initiative, in collaborative projects aimed at addressing
student achievement.

and express it as succinctly as possible. This could prove to be an
interesting way to collaboratively author a story for k5. Here I

the first topic, and call for participants.

brilliant political action site that scrapes and reformats the record
of the UK Parliament, is technically in violation of the law:
Parliament holds a "Parliamentary Copyright" in its debates, and by
scraping and republishing them, TheyWorkForYou infringes upon it.
Richard Allan has a great solution to this problem:
What this is doing is forcing Parliament to look at how it handles
other people reproducing the material on the Official Parliamentary
Website. It would look awful if Parliament were to try and stop people
from using what is and should be public information. But the public
interest would not be served by people of dubious motives giving false
information by doctoring the official record.
What is the answer? Perhaps a Creative Commons license for the House
of Commons which can allow re-use of material without payment but
subject to conditions such as repetition in full without alteration? I
am starting to think there is a good campaign here to ask Parliament
to use appropriate Creative Commons licenses for all its output?
