In a growing number of American states ,
city governments and telephone companies are struggling over policies determining who gets
to rollout city-wide wireless internet connectivity.
Telcos argue that cities offer unfair competition to their businesses.
Twenty states have already passed, or are trying to push through,
legislation that would impose heavy restrictions on communities
creating their own networks in areas already served by Bells and cable
companies.
Thirteen of those states--Arkansas, Florida, Minnesota, Missouri,
Nebraska, Nevada, Pennsylvania, South Carolina, Tennessee, Texas,
Utah, Virginia and Washington--have passed bills restricting future
public broadband projects, though existing initiatives are allowed to
operate. The remaining eight have measures pending or have seen their
bills fail to reach a vote.

two grandparents who spam for a living - but claim that times
are tough for spammers, and they may have to declare bankruptcy. I'm
sure we all pity them and the "free speech rights" go on and on about.
The article does a good job pointing out how spammers are quite
different than direct mail companies - no matter what the spammers
claim. It also points out, however, that spammers are all setting up
shop overseas, where it will be even more difficult to track them down
once the US law legalizing most spam goes into effect. I'm still
wondering why no one is demanding that, if we must pass such a
terrible law, why don't we have some clear review point, six months
from the law going into effect that will show how much more spam is
being received? If it shown (as most of us suspect) that the law does
nothing to stop spam (and may even help increase it), then shouldn't a
Plan B be lined up?

no intention of paying attention to any spam-related laws, such as
CAN-SPAM. However, for (more) legitimate email marketers,
the new regulations are already quite
a hassle - with many of them failing to follow the requirements,
putting them at risk of getting sued. This is a bit amusing,
considering it was these so-called "legitimate marketers" who were so
adamant about having CAN-SPAM passed in a way that would let them
"legitimately" spam more easily. Now, what they're realizing is that
they've added more trouble for themselves without doing much of
anything to actually stop the spam that drowns out their own messages.
