11th 2004. These will be the first elections in which a system of
electronic voting will be used across the whole country. The
Government has already spent €10 million on not only preparation for
the deployment of this system, one to which many people are now
voicing their opposition, but also on an advertising campaign aimed at
calming people's worries about the proposed change.

current e-voting systems. As California is looking to get rid of the
unreliable machines, Ireland is now making noises about
banning
the machines as well. It's not that anyone is against the idea of
electronic voting - but that the current way it's implemented is
dreadful and raises all sorts of questions about whether or not your
vote is actually being counted. Apparently, in Ireland, the Prime
Minister has been pushing for such electronic voting for a while, but
a commission is now recommending not to use the machines in their
current form.

The process for electing a new Pope is amazingly baroque and weird.
Bruce Schneier has posted a long and engrossing security analysis of
how the election works and how its simple and ancient procedures (and
the small number of participants) make it more secure than modern
electronic voting systems:
How hard is this to hack? The first observation is that the system is
entirely manual, making it immune to the sorts of technological
attacks that make modern voting systems so risky. The second
observation is that the small group of voters -- all of whom know each
other -- makes it impossible for an outsider to affect the voting in
any way. The chapel is cleared and locked before voting. No one is
going to dress up as a cardinal and sneak into the Sistine Chapel. In
effect, the voter verification process is about as perfect as you're
ever going to find.
Eavesdropping on the process is certainly possible, although the rules
explicitly state that the chapel is to be checked for recording and
transmission devices "with the help of trustworthy individuals of
proven technical ability." I read that the Vatican is worried about
laser microphones, as there are windows near the chapel's roof.
That leaves us with insider attacks. Can a cardinal influence the
election? Certainly the Scrutineers could potentially modify votes,
but it's difficult. The counting is conducted in public, and there are
multiple people checking every step. It's possible for the first
Scrutineer, if he's good at sleight of hand, to swap one ballot paper
for another before recording it. Or for the third Scrutineer to swap
ballots during the counting process.

HPod/
iPod announcement, there were a few other interesting stories.
I've been hearing from folks at CES that Carly Fiorina's keynote was a
doozy, in that it lined up supporters from the music industry who
spent all their time bashing kids downloading music. Reports are now
coming out talking about
HP's
anti-consumer rights stance on these things. Once again, all of
these features
do not make things better for consumers - they
just make things worse. At the same time, it will do nothing to slow
down real piracy - as those folks will just get around the copy
protection. So, what we're left with is an offering that is less
friendly to consumers, more costly to HP (and, therefore, consumers),
and does nothing to help anyone. The other "word from the floor" we
heard at CES is that HP employees in the same room as the keynote even
agreed that this policy was bad news, and were upset that their
employer had decided to go with such an anti-consumer stance.
Meanwhile, Tristan Lewis writes in to point out that the bigger news,
buried in HP's announcements today is
a
bout their Lightscribe offering, which will let DVD and CD burners
silkscreen images directly onto the CD. While I'm not sure I agree
with Tristan's assessment that this is a bigger story than the iPod
deal, it is a cool idea.
Update: As pointed out in the
comments, Tristan's description goes a bit further than the actual
product: it doesn't actually do silkscreening, but creates "silkscreen
quality labels".
