Biodefense research is one of the fastest growing markets for suppliers of life science products and instrumentation. Government spending on biodefense research is likely to continue to increase at a rate exceeding investment in other areas of biological research and development, and is attracting both scientists and the companies who support them. President Bush’s authorization of the Project BioShield Act last week is but one of many government initiatives to improve the country’s defenses against bioterrorism. Since the ability to effectively combat bioterrorism largely depends on the information generated by biomedical research on disease-causing microorganisms and the immune system’s response to them, nearly $1.6 billion is allocated in 2004 to the National Institutes of Health (NIH). HTACCESS Wrappers with PHP: Really interesting technique of using Apache directives to have Apache send Web requests to PHP scripts. You can do this already via auto_prepend and auto_append files, but it's interesting to see someone do this via Apache directive rather than php.ini configuration.

To start off, make a folder on your web host called "header". Create a new text file and enter the following:

AddHandler headered .htm
AddHandler headered .html

Action headered /header/header.php

I've tried very hard to find a point to this, rather than using php.ini confirguation, but I can't. The only thing I can think of is to prevent programmers from overriding auto_prepend or auto_appened directives in an .htaccess file. But why?

Well, here's what happens when your international body doesn't have any kind of power to actually get countries to obey the rules they establish. A while back, the EU set up a spam directive for members to put in place anti-spam laws. However, most countries were smart enough to realize that those anti-spam laws would do nothing to actually stop spam, and have decided to simply ignore the directive. Just like they did with Greece and their video gaming laws, all the EU has been able to do is send off nasty letters threatening to send off nasty letters again. This seems doubly unproductive. You have a ruling from a body without much power to set in place spam laws that wouldn't work. This is ignored, and a bureaucratic process is put in place to nag those countries until they get around to putting in place the worthless law. Seems like a lot of laws and bureaucracy for something that isn't going to do much good.

A controversial software directive in the EU has been delayed once more. Daniel Cohn-Bendit, co-president of the Greens/EFA Group, told ElectricNews that "Officially, the council has experienced translation difficulties with the new official languages of the EU. In reality this file is returning to Coreper in order to allow the technical discussions between experts from the member states to continue."

The patent directive, part of the Lisbon agenda, was initially intended to form part of a frame work to make the EU the most competitive economic zone in the world by 2010. Intended to "tidy up" the EU's messy patent laws, the directive has became twisted from its original form. In its previous state, it would have allowed patenting of software and algorithms. Proponents of the directive argue that this is necessary to protect both big and small companies from competitors stealing their IP.

However, many others argue that the directive would stifle competition and cause more problems than it solved. If allowed/enacted, the directive would bring the EU into line with the US where the practise has caused dismay amongst software developers. Amazon's patenting of "one-click" buying is often cited as a good example of why the legislation is a bad idea.
