I'm the host of VOIP Central, a news and commentary site on all things Voice Over IP that launches today.  It's part of Tech Central Station, a "virtual thinktank" funded by corporate sponsors that runs opinion pieces on various policy issues.  As I've written here many times, I believe the regulatory issues surrounding VOIP are crucial to the future of the telecom industry, and to the emerging broaband and wireless Internet.  VOIP Central will be a platform for commentary by me and others on these important questions.

My first column lays out the potential of VOIP and some principles for policy-making.

As expected, the FCC ruled on the Pulver VoIP petition today, and gave something of a split decision. They claim that "pure" VoIP systems shouldn't be regulated, since they're just like email or any other internet application. However, they're reserving judgment on VoIP systems that more resemble regular phone service, such as Vonage that touch on the PSTN. This seems like something of a cop out, and may be difficult to sustain over time. Most of the "pure" VoIP systems are offering (or planning to offer) gateways that let them connect to the telephone system. Where do they fall along the regulatory spectrum? This would take away the incentive of VoIP providers to connect to regular phone service, creating two different levels of phone service, rather than connecting the two and leading to a more orderly migration. Of course, it still remains to be seen what sorts of regulations they will include for PSTN-connected VoIP. Chances are, they're talking about adding in 911 service and phone-tapping abilities.

To calibrate, when it's 3:20PM here, it's 9:20AM in Boston, and 6:20AM in California. As predicted, no sleep on the plane. Got into Amsterdam via train from the airport at 8AM local time, waited in the hotel lobby, met some people from the UK, went to breakfast, waited some more in the hotel lobby, they took pity on me and gave me the first available room at 10:30AM, I showered and slept and woke up at 3PM or so, and immediately (of course) had to figure out how to get online.

Which proved to be a puzzle. They had no power on the airplane last night, but I read about it in the online magazine. They said sometimes you have to pull the battery on your laptop to get it work because the laptop-plus-battery consumes too much juice, but the laptop-itself is okay. When I plugged the laptop into the converter, the light on the power-brick would pulse and the machine would start up and then hibernate, over and over. I tried to charge my iPod and it wouldn't charge. So I tried pulling the battery on the laptop and voila, it runs. So I am able to get online (for 17.5 euro a day, what a ripoff) but my battery isn't charging, which is a problem I have to solve. Any suggestions, send them here.

So why do you tune into Radio Dave? I hope it's for insights like this. When you arrive in Europe, as I did today, you realize how strange the place you live is. We don't have wind mills. We don't have great train stations under our airports. We don't have giant ferris wheels in the central square of our nation's capital to celebrate our queen, and we don't have a queen. But I'll tell you one thing we share. TCP/IP and 802.11b. Amidst all the childish squabbling of tech companies and their infantile engineers, and pundits who steer markets toward higher consulting fees (for them), we managed to get some really nice compatibility. My power adapter may not work here, but my XML-RPC stack does.

The UK Central Government Web Archive is a selective collection of UK Government websites, archived from August 2003, which has been developed by the National Archives of the United Kingdom, using the services of the Internet Archive. The World Wide Web is increasingly becoming the principal means of interaction between Government, citizens and business, and the National Archives has a responsibility to collect and preserve websites as evidence of the changing nature of this interaction. The Modernising Government White Paper sets a target that all Government services to the citizen and to business should be available online by 2005. A recent study suggested that there are currently approximately 2,500 separate UK Government websites. This project is being undertaken as part of the ongoing development of a web archiving strategy by the National Archives. 51 websites have been carefully chosen as a representative sample of the entire UK Government web domain, and have been selected in accordance with criteria designed to reflect the overall functions of government. A number of departments and agencies were then chosen which are representative of each of these functions. This provides a broad cross-section across UK Central Government. The websites are harvested at varying intervals, to provide the flexibility to respond to changing circumstances. Initially, 10 websites are harvested every week, and the remaining 41 are harvested every six months.
