Last week we noted a new study saying that people get annoyed with others talking on mobile phones because they only hear one half of the conversation. At the time, I wrote that this made sense as periods of silence followed by talking are a lot more jarring to the passive listener. However, this BBC report claims that the reason for the annoyance is that it shows that we're more curious about what the other party is saying. I'm not sure I buy that. It seems much more likely that it's the variability in noise, from silent to noisy rather than any form of curiosity. When the conversation is at a constant hum (even when loud), it's much easier to tune it out. Still, the findings do go against the opinion many people have expressed that things like "push-to-talk" where the phone usually acts as a speaker phone would be more annoying since we get to hear both sides of the conversation. In fact, the researchers behind the study are even suggesting that mobile phone makers may want to explore adding speaker phones to more phones to make them less annoying. Of course, the study only set up two conditions: a conversation on a mobile phone and a face-to-face conversation. They didn't test the speaker phone situation to see how annoying that was. It's possible that the annoyance factor comes from the inability to make use of body language to express concepts as well, leading to a different tone of voice.

It appears that authorities in Shanghai are picking up on one anti-spam method: spamming back the spammers to knock them out of commission. The BBC is reporting that a system has been set up to automatical ly call phone numbers found posted in posters and fliers around the city once an hour, telling people to take down the illegal posters (and to pay a fine). After a couple days of hourly annoyance, the system will increase the rate of calls to the point where phone numbers found in such posters should expect to receive one such automated call every eight minutes. The only way to stop the calls? Pay a fine or disconnect the phone number.

    The telephone system works because the owners of various networks agree to accept calls from other networks. What would happen if one network decided not to accept calls from certain other networks? It looks like folks in (or calling into) Iowa may find out at some point. The East Buchanan Telephone Co-op announced plans to block all calls from mobile phones to its customers, but he Iowa Utilities Board issued a two-week injunction to stop them from actually going through with it. Unfortunately, the AP article on the topic is a little short on details, but some good ones are provided over on the Interesting People list which gives some background on interconnect fees. Basically, what appears to be happening here (which is not at all clear from the AP article) is that the Co-Op in question is not satisfied with the interconnect rates they're receiving, and this is more or less a way for them to go on "strike" until the mobile carriers agree to pay up. Of course, you'd have to believe that the mobile carriers are in a much stronger position, having a lot more cash, and (in general) being somewhat less concerned if calls are getting through to certain landlines in Iowa. Meanwhile, the customers of the phone companies in the co-op would immediately blame their own phone company for blocking perfectly reasonable calls, and may even push them towards competing phone companies. It is a way for the Co-Op to make some noise to try to get the much bigger carriers to settle this business dispute, but they're clearly coming from a much weaker position. Of course, it also seems highly unlikely that regulators would actually let these phone companies block calls for very long, as the last thing they want to do is give other small telcos any ideas that might put up all sorts of walled gardens in the phone system. Of course, this wouldn't really be all that different from the VoIP world, where Adelphia and Frontier were recently (purposely or not) blockin g VoIP calls from AT&T.
