News.com has a fantastic "offshoring roundtable" (mislabeled as an "outsourcing" roundtable) where they have a number of industry folks talk about issues concerning offshoring. Most of the pieces are fairly balanced (and you can tell the various biases) - and the whole thing stays away from the typical useless rhetoric concerning offshoring. The final piece, by Bruce Mehlman of the Computer Systems Policy Project may be the best, where he explains that those who are 100% pro-offshoring aren't using their hearts, while those who are 100% against offshoring aren't using their heads. He also comes up with a balanced approach to dealing with the downsides of offshoring, while still embracing the opportunity it represents. He points to the importance of opening up more markets, improving retraining and "lifelong learning environments," promoting innovation and improving our education.

While other states are being more proacti ve about stopping bad e-voting machines, Maryland has decided it's just too much effort to, you know, make sure democracy works right. A judge there has decided that, you know what, the folks in Maryland have tried pretty hard on this whole thing, and even if the machines don't really work right and are opening to tampering, it's the thought that counts. Because they've made a "reasonable effort" to ensure the machines are safe, they can be used. Why should the "effort" matter, rather than the actual state of the machines? While it's true that other methods also have their problems, that doesn't mean that the current machines should be given a pass for being "good enough." There are clear ways to improve them and make them even less prone to mistakes or fraud, and there's no reason not to do so.

Wi-LAN continues to stress that WiMax will encroach on patents that it asserts cover OFDM, other basic wireless technologies -- but offers RAND: Wi-LAN is trying to make it easier for companies that it expects will violate its patents, if upheld in lawsuits, that it states cover a variety of wireless standards, including implementations of 802.16, like WiMax. They're offering assurances to the IEEE that they will provide what is known as RAND -- reasonable and non-discriminatory -- licensing. This means that they have to charge a reasonable price, defined by decades of discussion over what reasonable means, and that they have to offer it to everyone, hence non-discriminatory....

For all the fears over the end of forcing the Bells to lease their lines, it looks like it might not be that big a deal. One of the biggest issues was supposed to be that competitive DSL providers, like Covad, could no longer lease lines and would have to go back to more expensive dedicated loop DSL offerings where they install their own equipment. This was the way those DSL providers started out, but it proved to be way too expensive. However, with the rise of VoIP, suddenly the competitive DSL providers are discovering that dedica ted loop DSL can now be a lot more profitable. The expense of adding VoIP is not high (it's just an application on the network, really), but the ability to charge more for it is clear. Even better, some of the RBOCs are still in this mindset where they need to keep their DSL offering bundled with their voice offering, making it much easier for competitive DSL providers to come in and offer "naked DSL" along with VoIP for a very competitive price. These competitive providers still face an uphill battle against the Bells, but it may not be as bad as some have made it out to be. If anything, it may force more innovation from both the competitive providers and the Bells.
