How To Use the Federal FOI Act
How To Use the Federal FOI Act
06/18/2004 05:06 AMHow To Use the Federal FOI Act - 9th Editionhttp://www.rcfp.org/foiac
t/index.htmlThis booklet is designed as a general
"do-it-yourself" guide to using the federal Freedom of Information
Act. This is the ninth edition of the guide, which was originally
published in 1976 and has been updated and expanded to include recent
court opinions that affect the FOI Act. This booklet was researched
and edited by The FOI Service Center, a project of the
Reporters Committee for Freedom of the
Press. It describes how to use the Act as an effective
investigative tool, and provides sample letters, forms and directories
to assist you in dealing with the government promptly and effectively.

"Federal Law" Prohibits Wi-Fi Use
"Federal Law" Prohibits Wi-Fi Use
09/01/2004 08:07 AMA blogger was approached by a police officer and asked to leave a
public park bench because of a Federal law prohibiting him from using
Wi-Fi there: The officer told the gentleman that he couldn't use the
Wi-Fi access, provided by the library, outside of the library because
of a "theft of signal" law, which was recently explained to him and
his colleagues by a secret service agent (scroll down to the August 22
entry here for the full account directly from the source). Other
comments posted on the blog indicate that I'm not alone in wishing
that this guy let himself get arrested just to challenge the cop. It
appears that the entire exchange was quite cordial, which is great,
but clearly there is no such law and it would have been nice to find
out what kind of information the officer was working on. The other
problem here is that the blogger had shut off his Airport card and
continued to work offline but the officer wouldn't allow that either.
Since the incident, the library has posted a sign that says the Wi-Fi
network is only available a half-hour before and after operating
hours. There are two issues with that policy. The first is that if the
network is available when the library isn't open, users would have to
be sitting outside, just like the blogger. It will be interesting to
see going forward if people get approached for sitting outside on
their laptops. The other issue, which affected the blogger, is how law
enforcement can determine if laptop users are online or offline....

(prepared by the GPO's Center for Research Libraries (CRL) for
creating the specifications for a system of regional repositories for
tangible federal government documents) will enable the Superintendent
of Documents to evaluate the qualities, resources and capabilities of
potential repository facilities and their governing organizations, and
identify the configuration of light (accessible by many authorized
users) and dark (secure, back-up) repositories most appropriate to
ensure the persistent archiving and public availability of tangible
federal documents. "Formation of such archives would enable Federal
depository libraries to consolidate or reduce their local tangible
collections secure in the knowledge that copies will be perpetually
available from the GPO Collection." This will be added to

New Federal Budget Proposal
New Federal Budget Proposal
03/13/2003 12:58 PM “Class warfare
turns out to be alive,” Center director Robert Greenstein
commented. “It is a centerpiece of the Nussle budget, with deep
budget cuts that could harshly affect the poor, the vulnerable, and
many middle-class Americans, alongside lavish tax cuts for the
nation’s richest individuals. With this budget, we would be
marching down the path toward a new Gilded Age.”
“The Nussle budget serves one very useful purpose.” Greenstein
added. “It shows that these large tax cuts aren’t free, and that
at bottom, the issue is one of national priorities. This ought to
trigger a national debate. Are tax cuts averaging $90,000 a year for
millionaires so high a priority that we should cut health care
programs, increase the ranks of the uninsured, reduce the cost or
limit the availability of student loans, and increase hardship among
the disabled, poor children, and others to free up room for massive
tax cuts?”
